Use the authority.Build the right route.

A buyer or exporter rarely needs every certificate, form or registration on this page. The useful route begins with the exact product, commercial form, HS classification, destination, buyer requirement and trade-preference claim — then connects those facts to the current Sri Lankan authority.

This library separates general exporter support from Customs declarations, origin preferences, plant-health certification and product-specific controls. Time-sensitive resources point back to live government pages so a historical PDF is never mistaken for the current rule.

02 · Sri Lanka authority map

Six authorities.Different jobs.

A strong exporter resource centre should prevent authority confusion. EDB support, Customs declaration, origin, plant health, product standards and tea controls are separate functions.

01 EDB

Sri Lanka Export Development Board

Exporter guidance, voluntary registration, market information and export-development support.

The statutory EDB exporter-registration scheme was revoked in 2019. EDB now describes its own registration as voluntary and for EDB support/internal purposes.

02 CUSTOMS

Sri Lanka Customs

Customs exporter access, HS classification, online export declaration (CusDec), examination and border export procedures.

CusDec must be submitted before export after obtaining necessary approvals where applicable. Correct HS classification drives permits and levies.

03 DOC

Department of Commerce

Preferential Certificates of Origin, REX, rules-of-origin administration and electronic Certificates of Origin.

Preferential COO and REX are not interchangeable universal documents. The relevant trade arrangement and product origin rule determine the route.

04 NPQS

National Plant Quarantine Service

Phytosanitary certification, ePhyto/exporter registrations, field certification, inspection, treatment and plant-health conditions.

Plant-health conditions are commodity- and destination-specific. A phytosanitary certificate is not a general food-quality certificate.

05 SLSI

Sri Lanka Standards Institution

National standards and voluntary pre-export quality inspection for applicable export products, especially cinnamon.

SLSI states its PEIS is voluntary. Pre-Export Quality Certificates are issued on a consignment basis where the scheme is actually used.

06 SLTB

Sri Lanka Tea Board

Tea-exporter/packer/warehouse registrations, tea export authorisation and export-quality controls.

Tea is a product-specific regulatory route. Tea Board registrations and controls should not be presented as requirements for non-tea products.

EDB's own FAQ notes that the statutory EDB exporter-registration scheme was revoked in 2019 and EDB registration is now voluntary.

07 · Product-specific controls

Do not turn one product ruleinto a universal export rule.

Ceylon Cinnamon, Ceylon Tea and fresh plant products have different authorities and quality/registration routes.

01 Sri Lanka Standards Institution

Ceylon Cinnamon

Pre-export Inspection Scheme (PEIS) SLS 81:2021

SLSI states that PEIS can assess final cinnamon consignments against SLS 81 or another importer-specified standard. The scheme is voluntary and the Pre-Export Quality Certificate is consignment-based.

Ceylon Tea

Tea Exports Division registrations 2026 registration documents

The Tea Board currently publishes exporter/packer, local packer, importer and warehouse registration material for 2026. Tea export controls also include authorisation and ISO 3720 minimum-quality checks.

03 National Plant Quarantine Service

Fresh Fruits & Plant Products

Phytosanitary / ePhyto / field route Commodity + destination specific

Fresh fruit, herbs and other plant products may require inspection, testing, treatment, exporter/ePhyto registration or certified-field controls depending on the exact commodity and importing country.

09 · Export document primer

Know what the documentis actually proving.

Document names are easy to collect and easy to confuse. This section keeps commercial, Customs, origin, plant-health, quality and transport evidence separate.

01 Commercial / shipment

Commercial Invoice

Commercial document describing the transaction and goods; destination/import requirements determine the fields and supporting use.

02 Shipment

Packing List

Shipment-level packing detail such as package count, contents, weights and marks used by logistics, Customs and inspection parties.

03 Customs

CusDec

Sri Lanka Customs Declaration submitted online before export after necessary approvals where applicable.

04 Origin / preference

Certificate of Origin

Origin document used where the preferential or non-preferential route calls for it; issuing authority depends on the type.

05 Origin / preference

REX Statement on Origin

Exporter self-certification used under applicable REX preference arrangements after the relevant registration/eligibility route.

06 Plant health

Phytosanitary Certificate

NPQS plant-health certificate confirming applicable importing-country phytosanitary conditions; not a food-quality certificate.

07 Quality evidence

CoA / Test Report

Lot- or sample-specific analytical evidence against selected buyer/regulatory parameters; not automatically required for every shipment.

08 Product-specific

Inspection / Quality Certificate

Issued only when a specific inspection/conformity scheme applies, such as SLSI PEIS for an applicable cinnamon consignment.

09 Logistics

Transport Document

Bill of lading, air waybill or other carrier document appropriate to the shipment mode and transaction.

10 · The rule that prevents bad checklists

Not every shipmentneeds every document.

The final document set is the result of the route. It should never be copied from another commodity, buyer or destination.

Product & form

Fresh fruit, whole spice, powder, tea and processed foods can follow materially different regulatory and classification routes.

HS classification

Classification affects Customs, permit, levy and destination-research decisions and should be confirmed for the actual goods.

Destination

Importing-country food, plant-health, labelling, tariff and documentary requirements are not interchangeable across markets.

Preference claim

A preferential tariff benefit requires the correct agreement/scheme and its rules of origin; COO or REX only applies when that route is actually relevant.

Buyer programme

Retailers and manufacturers can impose additional quality, testing, certification or supplier-onboarding requirements beyond legal minimums.

Actual shipment

Final quantity, pack, treatment, carrier, Incoterm and route determine the operational document set used for the shipment.
